In accordance with the Articles 8 and 11 of Chapter 4 of Title 41, and Chapter 28 of Title 41, Code of Alabama 1975, the Secretary of Information Technology has the authority to promulgate rules, regulations, and policies and to establish procedures and standards for the management and operation of information technology (IT) by state agencies.

The following Policies, Procedures, Standards, Guidelines, Templates, and Forms apply to all departments, agencies, offices, boards, commissions, bureaus, and authorities of state government, except those expressly exempted by the statutes above. Entities which are exempted, such as the Legislature, counties, municipalities, or institutions of higher education, may voluntarily enter into cooperative agreements and contracts with the Office of Information Technology.
